One of the most frequent points of confusion for business owners and purchasing managers evaluating ISO certification is the difference between an ISO Consultancy firm and an Accredited Certification Body (Registrar).
Some unscrupulous agencies claim to "issue ISO certificates directly" or provide "guaranteed 100% instant certification without audit." Falling for these offers frequently leaves companies with invalid, unaccredited certificates that are rejected during export buyer audits or government tender evaluations.
The Fundamental Roles Explained
The ISO Consultant (e.g. Proceva)

Under international accreditation rules governed by the International Accreditation Forum (IAF) and ISO/IEC 17021 standards, a certification body is strictly prohibited from providing management consultancy to the organizations it audits.
Think of it like an examination in a university: the professor who coaches and prepares the student cannot be the same entity that independently invigilates and awards the accredited degree without bias. If an agency claims it can "write your documents and also issue the accredited certificate directly," it is either issuing an unaccredited worthless piece of paper or operating in violation of accreditation ethics.
